About the Minnesota Electric-Assisted Bicycle Credit

The Minnesota Department of Revenue is working on implementing the electric-assisted bicycle (e-bike) rebate program that was passed during the 2023 Legislative Session. The online application dates for Minnesota’s e-Bike Rebate Program have been set. While we do not anticipate these dates changing, they are still considered tentative. 

Key dates:

May 1, 2024 at 8 a.m. -- Online application opens for retailers that want to become eligible retailers and participate in the program.

June 5, 2024 at 11 a.m. – Online application opens for individuals to apply for a rebate certificate.

July 1, 2024 – Rebate certificates issued.

The State of Minnesota Department of Revenue has issued a tax rebate on e-bikes for the next couple of years! This is great news for the environment and for those of you who have been thinking of owning e-bikes. However, the program is not quite as simple as “buy a bike, get the rebate,” so we thought we would go over some important details of the rules and requirements of the rebate program for those of you who are interested in participating. Please note that many details are still being worked out by the MN Department of Revenue, so check back to this page for updates in the coming months.

Important MN E-Bike Rebate Program Details: 

• The credit is effective for electric-assisted bicycles (e-bikes) bought during tax years 2024 and 2025.
• Only Minnesota residents who are age 15 and older and not claimed as a dependent on someone else’s tax return qualify for this rebate.
• Qualifying e-bikes are those in classes 1, 2, and 3 as defined by Minnesota State Statutes 169.011.
• E-bikes must be bought at participating retailers (that’s us!).
• The credit covers up to 75% of the amount paid for the e-bike.
• The credit is limited to a maximum amount of $1,500 per individual taxpayer, or $1,500 per spouse for couples filing jointly
• If your adjusted gross income (AGI) is more than $25,000 as a single taxpayer, or $50,000 for a married taxpayer filing jointly, the percentage of the purchase covered decreases by 1 percentage point for each additional $4,000 of AGI, until the percentage equals 50%.
• In addition, 40% of the credits are reserved for married couples filing jointly with an AGI of under $78,000 and individual filers with an AGI of under $41,000.
• The amount covered in credits by the commissioner cannot exceed $2 million per year–this means that the earlier you apply, the more likely you are to get the credit.
• Taxpayers must apply to the Commissioner of Revenue for a credit certificate prior to purchasing an e-bike and must assign the credit to a specific, preferred e-bike retailer (we like Watt Cycleworks!). For married couples, each spouse must apply separately, and each spouse must be issued a separate certificate.
• Credit certificates not assigned to a specific retailer expire 3 months after the date issued.
